What it is
Bill C-12 is the biggest rewrite of Canada's immigration and asylum rules in a generation. It speeds up how asylum claims are decided, gives the Prime Minister and Cabinet more room to change immigration rules quickly during emergencies (without a full debate in Parliament), and updates how Canada protects people fleeing danger.
Who it affects
Everyone in Canada feels this bill in some way โ€” it shapes who arrives, how, and how quickly. People seeking asylum are most directly affected. Immigration lawyers, employers who hire from abroad, and towns welcoming newcomers will all see changes.
What changes
Most asylum claims now get a decision within 45 days. The Safe Third Country Agreement โ€” which sends people back to the U.S. if they crossed the border from there โ€” now applies in more situations. Claims from people who come from countries Canada considers "safe" get fast-tracked. And in an emergency, Cabinet can change immigration rules quickly without waiting for a full vote in Parliament.
